Staff Augmentation Services, Joint Munitions Command, Rock Island Arsenal, IL
MS2 directly supports the US Army Joint Munitions Command (HQ) execution of its safety mission by supplying full-time support personnel. These personnel are responsible for:
- maintaining metrics data and performing data input for safety metrics
- developing safety program documentation
- developing and reviewing explosives safety site plans (ESSPs) using the Explosives Safety Siting (ESS) software
- performing Non-Standard Ammunition reviews
- reviewing provisions and procurement packages
- performing explosives safety training
- reviewing unexploded ordnance (UXO) cleanup submittals
- reviewing Ammunition Supply Point submittals
- reviewing deviation requests
- assisting in development of the JMC explosives safety continuity book
- developing risk assessments as needed
- performing onsite inspections/evaluations
- attending safety meetings
- performing various calculations as needed for site plan review and safety metrics
- writing and reviewing explosives safety management plans (ESMPs)
- providing other general explosives safety support as needed
MS2 has provided these services for the JMC Safety Office, which provides safety program management and oversight for eight Army Depots and six Army Ammunition Plants. The JMC mission continues 24 hours a day, 7 days a week.
