For a task order under the US Air Force’s worldwide Design and Construction Services contract, OTIE provided three design packages for renovations of 20 military family housing (MFH) buildings comprising 42 units. The designs addressed upgrades to and modernization of military housing built by the Government of Japan in the 1990s. The units required major renovations and repairs to correct deterioration, meet modern standards, and provide major home improvements to enhance quality of life for servicemen and -women.

Kitchen and bathroom cabinets and fixtures were outdated and deteriorated. Plumbing and lighting fixtures were deteriorated and antiquated, and the electrical system did not meet modern standards and codes. The flooring was stained and mismatched because the original materials were no longer available for replacement. Exterior surfaces and roofs required repair. Windows, doors, and frames required replacement, and utilities were old and failing.

The OTIE team (as a joint venture) design services included architectural design; master planning; mechanical, electrical, plumbing, fire protection, civil, and structural engineering; survey; environmental engineering, and cost estimating. Our team provided planning, program management, field survey, site investigations, facility inspections, and facility systems analyses to provide complete and sustainable designs for each package. The design team produced the designs 5 months ahead of schedule to meet the Air Force’s goal of construction contract execution in the planned fiscal year.

OTIE also provided construction management during the construction phase.
